Food safety

The Vietnamese government has taken food safety very seriously for the past 20 years. In 2011 the Food Safety Act 55/2010 / QH12 came into force. This law provides:

  • Rights and obligations of organizations and individuals in ensuring food safety;

  • Conditions for ensuring the safety of food and food production, trade, transportation, import and export;

  • Food advertising and labeling;

  • Food tests;

  • Food safety risk analysis;

  • Food safety incident prevention;

  • Information, education and communication on food safety;

  • Responsibilities of State Food Safety Management

Depending on the type of product, the following bodies are responsible for the implementation of Law 55/2010 / HQ12 in accordance with Interministerial Circular 13/2014 / TTLB-BYT-BNNPTNT-BCT:

  • Ministry of Health (MoH): responsible for most prepackaged and processed foods;

  • Ministry of Agriculture and Rural Development (MARD): responsible for agricultural products;

  • Ministry of Industry and Trade (MoIT): responsible for higher risk foods such as alcoholic beverages, processed milk, cooking oil, etc.

Please note that every addition of nutrients, minerals or additives is sufficient to consider the product as a nutritious food and then to shift responsibility for the implementation of the food safety regulations from MARD / MoIT to MoH.
